Evaluation of Training
Definition: Evaluation is derived from the Latin word “Valere”, meaning “to be strong or valiant.” In the context of training, evaluation refers to the systematic appraisal of a training programme to determine its value, worth, or effectiveness against pre-determined goals. It is objective-oriented, focusing on whether training meets the intended outcomes.
Phases of Evaluation
Formative Evaluation
- Conducted during the early phases of the programme.
- Focuses on implementation and ongoing planning.
- Helps in identifying problems and making adjustments while the programme is still in progress.
Summative Evaluation
- Conducted at the end of the training programme.
- Assesses the overall outcomes and impact of the programme.
- Determines whether objectives were achieved.
Types of Evaluation
Self-Evaluation
- Done by individual participants or workers as a routine practice.
- Encourages self-awareness and personal improvement.
Internal Evaluation
- Conducted by the agency responsible for planning and implementing the programme.
- Helps in improving internal processes and measuring programme effectiveness.
External Evaluation
- Conducted by external experts or committees outside the organisation or programme area.
- Provides an unbiased assessment.
Concurrent Evaluation
- Done while the programme is running.
- Helps in real-time corrections.
Ex-Post Evaluation
- Conducted after the programme is completely finished.
- Focuses on long-term effects and sustainability of training outcomes.
Types of Evaluation (Mishra’s Model)
- Planning Evaluation
- Consists of two phases:
i. Training Need Assessment, using approaches:- Performance Analysis – Identify gaps between actual and desired performance.
- Task Analysis – Identify tasks requiring training.
- Competency Study – Determine skills needed.
- Training Need Survey – Gather data from employees.
ii. Instructional Method Assessment – Evaluate the best teaching/training methods to be used.
- Consists of two phases:
2. Process Evaluation / Formative Evaluation
- Conducted while the training is ongoing.
- Helps solve problems during implementation.
3. Terminal Evaluation
- Conducted at the end of the programme.
- Measures extent to which objectives and desired benefits are achieved.
4. Impact Evaluation: Assesses the effect of training on job performance and organizational outcomes.
Monitoring vs Evaluation
Monitoring
- Definition: Systematic, regular collection and analysis of information to identify changes over time.
- Purpose: Track progress, detect deviations, and measure trends during programme execution.
- Focuses on inputs and processes.
Evaluation
- Definition: Judging the value or effectiveness of a programme.
- Purpose: Assess outcomes, impact, and achievement of objectives.
- Focuses on results and goals.
